Al Shabaab militants attack Somalia’s parliament in Mogadishu

Gunmen wearing suicide vests have on Saturday stormed the Somali national parliament complex in Mogadishu, killing at least ten people. The parliament was stormed while MPs were meeting. Deputy Minister for national security Ibrahim Yarow Issack said Somali government forces shot dead all gunmen who were involved in the attack. Seven al Shabaab suicide commandos are believed to have been involved in the attack. Three legislators have been injured in the attack. Most of the legislators evacuated out of the back of the building. Al Shabaab has claimed responsibility, saying its ‘martyrdom seekers’ attacked the parliament building. Somali Prime Minister, Abdiweli Sheikh Ahmed condemned the attack, but applauded the swift response of the Somali national army and AMISOM security forces. “The security forces are working hard to contain the situation. All Members of Parliament have all been accounted for and the facts surrounding the incident are currently under investigation,” said Ahmed in a press release sent to newsrooms.

HE The President, Hassan Sheik Mohamud on the Failed Attack on the Somali Parliament: “Yesterday’s Attack was Thwarted Through the Efforts of the Somali National Army, the Somali Police and AMISOM Forces”

H.E. The President, Hassan Sheikh Mohamud, returned to Mogadishu from the inauguration of President Jacob Zuma in South Africa and commented on Saturday’s attack on the parliament building. Speaking on arrival at Aden Abdulle Airport, Mogadishu, The President said, “It is with a heavy heart that I greet you today. Yesterday, many of the men of the Somali security forces sacrificed their lives to serve their country. They died doing their duty, faithfully exercising their skills and showing their courage to all. I am proud of them; the nation is proud of them.
“This was a heinous attack. We are all aware of the importance of our parliament in giving our people a voice and of the way it represents our sovereignty and our freedom of speech. “This is yet another clear example of how al Shabaab acts not in the interests of the Somali people but of its own, media-focussed, perverse agenda. Just as they targeted the symbol of freedom of speech and democracy yesterday, so too they let the people starve in 2011, always to achieve their goals. Their actions have nothing to do with Islam or Somali culture.
“But the attack was thwarted through the efforts of the Somali National Army, the Somali police and AMISOM forces and all the attackers were killed. “In particular, I commend the actions of Captain Dahir Burhan Mohamud, whose bravery in halting the attackers’ explosive filled car cost him his life but effectively blunted the attack. He died for his people, his religion and his country and we will remember him and his comrades who gave up their lives.”
The President commended the Somali security forces and AMISOM, saying that they are working tirelessly in very difficult environments to secure Somalia. He said that the men and women of our military deserve Somalia’s highest praise and support.
The President also urged all Somalis to consider their role in bringing peace to Somalia, saying, “To our people who are living in areas which have been recently liberated, I remind you that we must forget our differences and work together to retain this hard-won peace. To our people in areas where the military are advancing right now, your cooperation is imperative. You may not hold a weapon, but your voices and actions can reject the evil forces of terrorism that defile Islam and defile our country,” urged the President.
The President confirmed that the Minister for National Security, Abdikarim Hussein Guled, had tendered his resignation to the Prime Minister and that it had been accepted. Minister Guled was appointed to office in November 2014 and he made a substantial contribution to improvements in the security situation in Somalia. The President commended him for his brave decision and for his efforts while in post.
“The Prime Minister accepted Minister Guled’s resignation last night,” the President said. “Whilst our security forces responded admirably, it is clear that much more needs to be done to prevent these attacks from happening. We must create a safe Mogadishu that blooms into life: where people can walk safely at any time of day or night, business can flourish and people are happy to call their home.
“The Prime Minister will appoint a new Minister for National Security as a matter of urgency and his first task must be an urgent review of Mogadishu security measures,” said the President.
“We must remember, though, that we all have a contribution to make to the security of our nation. Just because you do not wear a uniform or carry a weapon does not mean you cannot contribute to the war against those who seek to drag Somalia back into chaos. We all can and we all should participate in the war against al-Shabaab and the young people of Somalia, the real ‘youth’ have a most important role to play.”
“I also offer my sympathies to Djibouti,” The President continued, “contributors to the AMISOM mission who only yesterday felt the pain of terrorism. We are with our Djiboutian brothers and sisters.” The President had travelled to South Africa on Friday 23 May, to attend the inauguration of President Jacob Zuma.
He commented, “As you know, I have just returned from South Africa. Whilst I was distressed not to be here with you while the attack was happening, I would also like to acknowledge that I personally draw great strength from the short time I was in South Africa. I have long watched the path of development in South Africa. As you know South Africa fought the terrible ideology of apartheid, and we in Somalia are fighting the life-robbing ideology of terrorists who despoil our nation. In Somalia, just as the South Africans did, we too are embracing democracy, reform and progress. As they emerged victorious, so too will we.”
“We have lived too long under the mantel of fear, of confusion, of mistrust. This must stop. Somalia must be united in our common desire for peace and progress. This will require patience and belief in our political institutions, our security forces, our leaders and most of all in ourselves,” the President urged.
Security forces repulse al Shabaab attack

The Special Representative of the Chairperson of the African Union Commission for Somalia (SRCC), Ambassador Mahamat Saleh Annadif commended Somali security forces and AMISOM personnel for their quick response to counter an attack on the Somali Parliament.
A Vehicle Borne Improvised Explosive Device (VBIED) went off at the entrance to the Parliament and this was followed up by al Shabaab fighters who managed to get into an unoccupied part the building.
The quick response team of the Somali National Army, supported by AMISOM security personnel, immediately deployed to the area and countered the attack.
All Members of Parliament have safely been evacuated from the building. Medical teams are on the scene to provide immediate attention and the injured have been brought to the AMISOM hospital where they are receiving medical attention.
Ambassador Annadif said “The Federal Government of Somalia, supported by AMISOM, will continue to make its prime focus the stabilization of the country. These attacks show that al Shabaab simply don’t care about the plight of innocent Somalis.
Yet again they are bent on their own selfish purpose and show no respect for the well-being of ordinary people. And the failure of their attack once again evidences the futility of their actions.” Ambassador Annadif sent his condolences to the families and friends of all those who suffered in today’s attack and wished a swift recovery for those injured.
Special Representative of the UN Secretary-General for Somalia condemns attack on Federal Parliament

The Special Representative of the UN Secretary-General for Somalia (SRSG), Nicholas Kay, condemned the attack on the Federal Parliament today that resulted in fatalities and injuries. A suspected suicide car bomb exploded at the main entrance and gunshots were fired at the building earlier today.
“I am appalled and condemn the attack on Somalia’s Federal Parliament. The Federal Parliament represents the people of Somalia and their hopes and aspirations for a peaceful and stable future. Today’s attack is an attack against the people of Somalia for which there can be no justification. I commend the prompt action by the Somalia National Security Forces and AMISOM in responding to the incident. The United Nations will continue to support the Somali people and their Government as they work towards peace and stability.”
Mr Kay spoke to the Prime Minister, Abdiweli Sheikh Ahmed to express his solidarity and sincere condolences to the families and friends of all those who suffered in today’s attack and wished a swift recovery for those injured.
Security Council Press Statement on Terrorist Attack In Somalia

The members of the Security Council strongly condemn today’s attack against the Parliament of the Federal Republic of Somalia, for which al Shabaab has claimed responsibility and which has caused numerous deaths and injuries. The members of the Security Council extended their condolences to the families of the victims, the people and Government of the Federal Republic of Somalia, and to AMISOM. They also wished a swift recovery to those injured.
The members of the Security Council paid tribute to the swift response of the Somali National Army and AMISOM in responding to this attack. The members of the Security Council reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security, and that any acts of terrorism are criminal and unjustifiable regardless of their motivation, wherever and whenever and by whomsoever committed.
The members of the Security Council reiterated their determination to combat all forms of terrorism, in accordance with their responsibilities under the Charter of the United Nations. The members of the Security Council underlined the need to bring perpetrators, organizers, financiers and sponsors of these reprehensible acts of terrorism to justice and urged all States, in accordance with their obligations under international law and relevant Security Council resolutions, to cooperate actively with the Somali authorities in this regard.
The members of the Security Council reminded States that they must ensure that measures taken to combat terrorism comply with all their obligations under international law, in particular international human rights, refugee and humanitarian law.
The members of the Security Council underscored their support to the Federal Government of Somalia. They are outraged that Al Shabaab has attacked the Federal Parliament, an institution which represents the Somali people and their legitimate hopes for peace, prosperity and stability.
The members of the Security Council reiterated their support to all actors supporting efforts towards greater peace and stability in Somalia, including both UNSOM and AMISOM. They reiterated that this and other senseless acts of terrorism would not diminish that support.

The Acting President of Somalia, and Speaker of Parliament, H.E. Mohamed Sheikh Osman Jawaari, in relation to the terrorist attack outside the Somali Parliament stated, “These enemies will never derail us from our twin goals of achieving peace and progress in Somalia: two brave goals, which though they may fight against, they will never have victory.”
The Speaker confirmed that a car filled with explosives was detonated today around 11:30am near the main entrance gate of the Somali Parliament on Makka Al-Mukaramma Street whilst Parliament was in session.
The Speaker advised that investigations are still ongoing, and details of the attack and the casualties will be communicated through the media at a later point. “On behalf of the President and Federal Government of Somalia, I would like to extend my sincere condolences to the families of those who have lost their lives in this cowardly attack. I pray that they enter the highest heaven. I also pray that those injured recover swiftly.
“I recognize the courage, swift response and dedication of the Somali security forces, including the police, Somali National Army and AMISON. Our security forces performed their duties admirably. “The enemies would like you to think that they are somehow the true friends of Somalia. This is their propaganda message. But today’s act confirms that they are the enemies of all Somalis. The Parliament’s gate is on one of the most congested streets in Mogadishu. They chose today to commit the ultimate act of cowardice by killing and injuring innocent civilians.
“The Federal Government of Somalia, our regional and international partners are committed to continue to fight these terrorist groups. Attacks such as that of today only make us more determined to wipe out their scourge. They will be defeated, and peace and progress will triumph,” said the Speaker.
Swift response by security forces to terrorist attack on parliament

Information Minister “Export of resources will boost economic development.”

Minister of Information, H.E. Mustaf Duhulow during his weekly media briefed on progress of the government talked about the importance of export of resources, legislation on National Procurement, Garowe meeting, Prime Minister’s visit to line ministries, the progress on stabilization, the establishment of ministerial sub-committees, and the development of Somali Media.
The Minister emphasized the importance of exporting Somali national resources; he said “Increased export of national resources will boost economic development in the country. This week 78 tons of bananas were exported from Mogadishu port to Kuwait and the United Arab Emirates. This is a test case, which will hopefully encourage Somali farmers to develop their potentiality and will contribute increase in economic activities in the country.”
Minister also spoke on the cabinet approval of National Procurement Legislation and said that the legislation will soon be forwarded to the parliament. The Ministry of Finance prepared this important legislation, which will assist improved accountability and transparency on all procurement processes. The process will be transparent and fair to all citizens or companies willing to supply government and those applying project implementation in Somalia. The Ministry of Finance has been involved in transforming the public finance management as the government is committed to good governance and to fight against all sorts of corruption practices in the country.
The Minister briefly talked about Garowe Meeting on 21 May, he stated that two ministers from the federal government; Minister of Planning and Minister of Higher Education attended the meeting between Puntland authority and donor communities. He also, stated that the Federal Government is committed to increase engagement with all regions and advocating the urgent need to providing necessary projects to local communities and can help create job for the Somali people.
The Minister also spoke on Prime Minister’s visit to different ministries and said “The Prime Minister has been visiting this week ministries as part of his good governance initiatives to monitor and evaluate the progress of the government. The cabinet is committed to ensuring that this year 2014 is the year of action and delivery. The cabinet has prepared its work plan, which the Prime Minister presented at the parliament with the aim of showing transparency, accountability and to provide basic services to the people.”
Minister Duhulow speaking on the progress of the stabilization process said “Stabilization Plan is progressing very well. We have achieved to have partnership working between communities and security institutions, which resulted an improvement in security in Mogadishu and other regions. As a result security apparatus prevented serious attacks from extremists.
Our security forces recently killed Al-Shabaab members during a fight near Qoryoley district. Our security forces also removed all check-points between Afgoye and Merca districts. As you have seen the President has been making an un-announced visits to different parts of Mogadishu at night times and had discussions with ordinary people on streets to find out their feedback and how they see the security situation in the country.”
The Minister highlighted the importance of the ministerial subcommittees appointed by the Prime Minister and said “Somali Prime Minister has recently appointed sub-committees in the cabinet which include Politics, National Security, Economic Development, Social Affairs, and Development of services. The aim is to enhance the coordination between ministries and the parliament.
This initiative will boost the action and delivery of the government plans. These sub-committees will address their respective areas of work and all initiatives presented to the cabinet will have to be discussed first at the subcommittee level.”
Minister Duhulow concluded his weekly press conference by speaking on the media development in Somalia and said “Finally this week has been very positive for Somali Media Development, as some of media workers received training to enhance their skills in the ministry. The Somali Media Academy concluded an important and timely course on script writing of radio programs. 138 journalists received their certificate after successfully passing the module which included script writings for radio news and all programs.
The Ministry of Information pointed-out that Somali National Media Law review committee is finalizing the review consultation process of the draft of media law with key stakeholders including private media and civil society groups. We will soon present the media law to the cabinet for discussion and approval. The Ministry is giving high priority on enhancing the capacity of media workers in Somalia.”
AMISOM appoints new Police Commissioner

A South African Police Officer, Anand Pillay, has been appointed Commissioner of the African Union Mission in Somalia (AMISOM) Police for an initial tenure of one year. He takes over from Commissioner Charles Makono from Zimbabwe whose term of office ended at the end of 2012. Until his appointment, Commissioner Ben Oyo Nyeko has been acting AMISOM Police Commissioner.
Before his latest appointment, Commissioner Pillay was Cluster Commander of Milnerton Cluster in the Western Cape Province in the Republic of South Africa. He previously served as the Police commissioner in the African Union Mission in Sudan (AMIS).
Commissioner Pillay arrived in Mogadishu yesterday and was received by the Special Representative of the Chairperson of the African Union Commission for Somalia (SRCC), Mahamat Saleh Annadif, together with the former Acting Police Commissioner, Mr. Ben Oyo Nyeko. Ambassador Annadif said the appointment of Commissioner Pillay would foster greater cooperation between AMISOM Police and the Somali Police Force.
Commissioner Pillay said: “I am humbled to have been appointed to this position as head of the AMISOM Police in Somalia, and I intend to fly the AMISOM flag high,” he said. He is pleased for the opportunity to work closely with the Somali Police Forces, whose resilience he speaks of with high regard.
“I know that there are many challenges ahead of us that we will be dealing with, but I am confident that with the adaptable, warm-hearted forces of the AMISOM police that am humbled to lead, members who have a community-oriented approach, along with our Somali counterparts. We will strive to support Somalia to realize long term peace and security,” he added. Commissioner Pillay is positive that the AMISOM and Somali Police forces will make a positive and progressive contribution to the stability of Somalia.

Somali National Security minister resigns amid security lapses

Somalia’s Minister for National Security, Abdikarim Hussein Guled has on Saturday announced his resignation from his ministerial position amid security lapses in the country. While announcing his resignation through government run media in Mogadishu, Guled stated that he took the decision to leave his position after taking a closer look at the current situation in the country. His resignation came hours after al Shabaab fighters stormed Somali parliament building in Mogadishu, killing at least 10 people and injuring more than 15 others.The former minister who held the position in the last 20 months praised the Ministry of National Security saying that he has no doubt over the significant job that the ministry has done in the the security sector during his tenure.

The Minister resigned later on Saturday following an attack that rammed the parliament building in Mogadishu in which the al Qaeda-linked militant group claimed its responsibility. “I confirm that I have approved the resignation letter from the minister of the security. He has taken great share of serving the nation,” Prime Minister Abdweli said. “I hope he will collaborate the government and the people of Somalia with his experience,” he added. Two members of the federal parliament of Somalia are among the wounded people after al Shabaab fighters attack the parliament. The two MPs, Omar Mohamed Mohamud aka Omar finish and Farah Awad Jamaa are being treated in Mogadishu hospitals. Over twenty people died in the suicide attack claimed by al Shabaab and thirty others wounded in the attack. The federal government has announced to have concluded the suicide attack in the Parliament. Al Shabaab have carried out similar on Somali presidential palace where at least ten people were killed.
President shortens his work visit to South Africa

According to Presidential media office, the President is expected to start meetings with top security officials after his arrival in the capital. Late on Saturday, the county’s National Security Minister Abdikarim Hussein Guled, close ally to the president has resigned following the attack of the parliament that killed at least 15 people, mostly security forces. Al Shabaab militants threatened they will increase targeted attacks on Somali government institutions, the African Union peacekeepers and as well as the United Nations agencies operating in the country. Senior officials of foreign affairs Ministry had talks with a number of ambassadors in Mogadishu to strengthen the relations between the ministry and the embassies. Foreign affairs State Minister, Buri’ Mohamed Hamza and the Deputy Minister, Mahad Mohamed Salad discussed wide range issues with the ambassadors including ways to back support for the government’s relief efforts in the recently seized areas in the country. The sides also talked about the need to build and pick up the aptitude of the Ministry of Foreign Affairs’ workers as well as intensification cooperation between the ministry and the foreign embassies. Somali administrators in the meeting said that in order for the ministry to realize its goals it will need the help and the cooperation of the foreign embassies in the country. The meeting was attended by ambassadors from several African countries including: Djibouti, Kenya, Uganda, Tanzania, Pakistan, India, Qatar, Yemen, Turkey, Germany, Italy and France.

Somali government forces have on Sunday morning closed off some of the major roads in Mogadishu following Saturday’s deadly al Shabaab attack on Somali parliament building. The security forces were seen stopping vehicles as well as pedestrians in the major highways and roads in the capital. Somali security officials are yet to comment on the reasons behind the blockade or when the roads will be reopened for the public. This comes a day after Somalia’s al Shabaab militant group stormed Somali parliament complex in Mogadishu, killing over 10 people and injuring many more. Meanwhile, Somali President, Hassan Sheikh Mohamud who is on an official visit to South Africa said that he will cut short his trip and will return home following al Shabaab’s attack.

AU troops evacuate Somali lawmakers from Parliament after attack

Contingents of African Union Peacekeepers and Somali government troops are evacuating Somali lawmakers from the parliament in the city centre after al Shabaab militants attacked the parliament on Saturday as PMs Gather for a meeting. Several explosions rocked the whole area. It is not yet known if there were any casualties on parliament members or any other government official, but initial reports say that at least four militants have been killed. The militants exchanged fires with government forces. Somali troops and AMISOM forces have been seen climbing on the parliament building to shoot suspected militants from there. Al Shabaab militants have claimed responsibility for Saturday’s attack on Somali parliament, while the federal government was not yet available for comment.
5 people including 3 al Shabaab fighters killed in Hiran region

At least five people including three al Shabaab fighters have been killed in Harharka locality near Yasoman village which lies 35 KM north of Bula-burte town in Hiran region. Eyewitnesses in Yasoman village told Bar-kulan that the five were killed in a fierce fighting which lasted over three hours between Al Shabaab fighters and Khat traders in the area. The eyewitnesses add that al Shabaab fighters ambushed Khat traders in the area and heavy gun battles ensued which lasted more than three hours on Saturday. There has been a major standoff between Khat traders and al Shabaab militant group in the area between Bule-burte and Beledweyne in Hiran region over the last few days. Al Shabaab fighters reportedly killed one of the Khat traders in Berhano village, 20 KM out of Beledwene two days ago which worsened the tension between the two sides.
Somalia: UNMAS steps up support to victims of landmines and explosive remnants of war

The United Nations Mine Action Service (UNMAS) yesterday convened a Victim Assistance and Disability Working Group in Mogadishu, Somalia, in the first ever needs assessment meeting to map out a plan on possible support to the people living with disabilities. Since 2009, the United Nations Mine Action Service (UNMAS) together with various donors and partners have supported the Federal Government of Somalia towards establishing a safe and secure environment for the people, free of landmines and other Explosive Remnants of War (ERW). UNMAS has so far reached out to 290,906 men, women, and children with mine and ERW awareness messages in south-central Somalia,conducted 23,132 searches, and safely removed 7,843 items of Unexploded Ordnance (UXO).

Kenya: Terror swoop nets over 300 amid protests

Police arrested more than 300 people in night swoops on Mombasa Island over the weekend as security forces stepped up their crackdown against terrorists who have been blamed for grenade attacks that have led some tour firms to evacuate tourists. The arrests came as a grenade was found in a field between the Jesus Healing and Miracle Ministries Church and Malandini estate in Tononoka. Most of those arrested were seized from Majengo, Bondeni and Ganjoni areas which are suspected to be used as hideouts for terrorists.
Somali govt finally embraces federalism

The Somali Federal Government has finally embraced federalism as the way to save Somalia from Al Shabaab. Mogadishu on Friday under the leadership of Prime Minister Abdiweli Mohammed Ali signed an agreement with a delegation from Baidoa led by Madobe Nunow Mohamed, who is the recognised leader of the Baidoa region. The agreement gives Baidoa the authority to manage its own affairs, like the one Mogadishu signed with Jubaland. Mohammed Affey, the Inter-Governmental Authority on Development (Igad) special envoy to Somalia, said that the regional body wants the interim constitution that demands a federal Somalia to be established as soon as possible.
Grenade attack rocks Djibouti cafe

At least two security officers have been killed after two blasts struck a busy restaurant in downtown Djibouti, police said. The blasts at La Chaumiere restaurant, popular with Western tourists, wounded 11 other people according to Reuters news agency. “It’s a criminal act. We have two people dead and 11 wounded. It was grenades,” Colonel Omar Hassan, head of police in Djibouti city, told Reuters. The French foreign ministry confirmed that several of its nationals were slightly wounded in the attack, and the Netherlands’ De Telegraaf reported that six Dutch soldiers who had been taking part in an anti-piracy mission were also lightly wounded.
Kenya has deported 359 Somalis, says NGO

Human Rights Watch said Kenya has deported 359 Somalis, including three registered refugees, since the security crackdown in Eastleigh and other parts of the country began. Gerry Simpson, a senior refugee researcher at HRW, yesterday said Kenya has not allowed the Somalis to challenge their deportation in court or claim asylum. “Deporting people to conflict zones in Somalia shows a total disregard for their rights and safety. What little remains of Kenya’s shaky reputation for respecting basic refugee rights is fast disappearing,” he said.

Djibouti says Somali pair suspected of bombing restaurant filled with Western military

Djibouti’s Interior Ministry said on Sunday that two Somalis are suspected of having carried out a suicide bombing at a restaurant filled with Western military personnel on Saturday that killed three and wounded at least 15. Several members of European Union naval and civilian maritime security missions were among those wounded in the attack, including three members of the Spanish military air force. The interior ministry did not say if any group was suspected of being responsible for the bombings, the first time such an attack has been carried out in the tiny Red Sea state. Djibouti, host to a French military base and the only U.S. military base in Africa, shares its southern border with Somalia where the al Qaeda-linked group al Shabaab continues to flourish as the government struggles to impose any order.
Bomb attack in tiny Djibouti condemned

The European Union Naval Force and the African Union on Sunday both condemned an attack the government said involved two Somali suicide bombers in the tiny East African nation of Djibouti that is reported to have killed three people. The attack happened Saturday night when a blast detonated in a busy restaurant frequented by international soldiers. The port city of Djibouti is used as a base by several militaries including the U.S., which has its only African permanent base there. Spanish officials earlier said this was a grenade attack. German officials said there was a blast but did not say what caused it. Djibouti’s Interior Ministry said “early indications of the investigations show that the attackers were two suicide bombers of Somali origin; a man and a veiled woman.”
Al Shabaab attacks Somali parliament, at least 10 dead

Al Shabaab militants stormed Somalia’s parliament on Saturday, killing at least 10 security officers in a bomb and gun assault that the United States condemned as a “heinous act of terrorism.” The attack started with a car bomb at a gate to the heavily fortified parliament compound, followed by a suicide bombing and then a gun battle that continued for hours. Al Shabaab is an al Qaeda-linked group that killed 67 people at a Kenyan shopping mall last year. “Ten government forces died and 14 others were injured in the attack today. Four lawmakers were also injured. Seven of the fighters who attacked the house were also killed as you see their bodies,” Kasim Ahmed Roble, a police spokesman, told reporters at the scene.

The Way Forward for Somalia

For more than two decades, finding the right framework for a workable governance system for Somalia has been problematic for both governments in the West and academics from around the world. To this day, the need to reconstruct the Somali state is being merely considered as a means to counter Terrorism and Piracy, with little urgency for the highly important issue of what to do with the overall nature of the failed state. It’s also seen, albeit with less importance, as having the potential to destabilise the East Africa region. But the response to the conflict has so far been inadequate, because the policy-maker’s lack of knowledge of the Somali social structures and cultural narratives. Therefore, the issue of state building has become an endless academic discourse. Since 1991, every attempt to find some sort of a centralised governance system for Somalia – the latest one being the blurred and poorly defined federal system – has so far failed. In fact inadequate knowledge and skills can prolong conflicts (as we now see in Somalia and Afghanistan) and are major problem when it comes to reaching trust building levels. And a cognitive cultural misunderstanding can create deficiency in policy making processes and can mislead those trying to find solutions to the conflicts.
Alternatives for Conflict Transformation in Somalia

The complexity of Somalia’s situation is evident from the sheer number of domestic, regional and international forces directly engaged in the conflict. The scope of this research project was limited to identifying major Somali political entities, documenting their ideological orientation and political objectives and strategies to achieve their goals. This report is by no means an exhaustive compendium of political actors in Somalia – or even in south-central Somalia. Although the outfits and administrations whose members were interviewed for this project remain the most prominent and active political actors, there are many more Somali factions and forces that continue to be relevant in different parts of the country but have not been covered in this study. Given the multitude of actors, their shifting alliance and continuous disintegration of Somali polity, any claim of being comprehensive or definitive would be erroneous. This report also does not claim to make a prognosis of the conflict. It does not purport to present an analysis of the conflict’s root causes or history. What it does provide is a snapshot of views, political positions and overall strategies of key Somali political actors during a particular period of six months since the election of the current federal government and adoption of the new provisional constitution in August and September 2012. The objective is to identify points of convergence and divergence among (and within) these factions to explore the possibility of finding nonviolent conflict transformation strategies.
