Puntland Issues Security Measures After Attack

Puntland authorities have introduced new security measures aimed at averting Al-Shabaab attacks in its territories following a deadly suicide bomb attack in Galkayo town on Thursday. The Security Minister of Puntland Abdi Hersi Qarjab said security forces are on high alert to avert further attacks in the region, urging residents to ensure all details of the newcomers.
“Puntland residents should not rent their houses to the anonymous persons and inform to nearby police station for checking,” said Puntland security minister in a press conference. He said patrols have been stepped up and security was beefed across the major towns of Puntland, to avert possible Al-Shabaab attacks in revenge for recent offensive in the coast. The warning came a day after a suicide bomber has killed at least six people, including a finance officer at the ministry of finance of Puntland state Said Ali Yusuf known as (Gada-yare) and Hassan Rush, a former Galmudug information minister.

Security In Mogadishu Is Deteriorating, Former Mogadishu Mayor Says

The former mayor of Mogadishu said that the security situation in the Somali capital is deteriorating after the city has seen a string of pre-planned attacks that claimed many lives. Gunmen killed six people in a drive by shooting while six others were also gunned down in separate incidents in Mogadishu in less than 72 hours. Speaking to Goobjoog News, Mohamud Ahmed Noor Tarsan accused the government and security agencies for failing to set up effective strategies to thwart insecurity activities carry out by unknown people.
“The security is worsening and no effective measures have been taken by the security agencies and government,’’ said Tarsan. On Wednesday evening six people, including two Turkish nationals, were killed when unidentified gunmen attacked a minibus carrying workers to a Turkish run hospital in Mogadishu. The gunmen, who were in a car, opened fire at the minibus as it passed in Mogadishu’s Hodan district.
In a separate incident on Wednesday, four people were killed, including three civilians in car bomb near Moalim noor Bus Station. Somalia’s Prime Minister Omar Abdirashid Sharmarke condemned the attack on workers of Deve Hospital. “We condemn this cowardly act, and our thoughts are with the relatives of the victims and the Turkish government,” Sharmarke said in a statement. ”These innocent Turkish citizens have lost their lives while supporting their Somali brothers.”
New Commander Named To Head Kismayo Police

Jubbaland’s Minister for Internal Security Mohamed Warsame has named a new police commandant to take charge of Kismayo. In a memo dated March 30, 2016 and signed by the minister, Col. Hassan Khayre Ahmed was named to take the position. The minister said Col Ahmed had the necessary skills and experienced to take up the job to guarantee Kismaou city’s security. Kismayo is the interim capital of the Jubbaland administration.

UN And AU-backed Training For Somali Recruits Commence

The United Nations and Africa Union on Tuesday began the long-awaited training of 200 officers of the Somali Police Force in Jubaland. A statement issued Wednesday by the AU peacekeeping mission in Somalia (AMISOM) said the training programme to last for three months intends to produce new recruits trained on new policing model. Officials said the training is critical to build the capacity of the Somali police force in order to help them restore stability, security and maintain rule and order in the country.
The training is being conducted by AMISOM Police in partnership with the Somali Police Force and the regional Interim Jubbaland Administration (IJA). It is supported by the UN Office for Project Services (UNOPS) and the British aid arm (DFID). “We are happy with the stage we are at today compared to where we started. We welcome AMISOM commanders and UNPOS officials who have all played an important role in commissioning this training center where 200 Jubbaland police recruits have begun training” said IJA Minister of Internal Security, Gen. Mohamed Farah Warsame.
“I am hoping a second batch will follow after the passing out of this first batch. And a third batch will also follow” Warsame added. According to the statement, the new policing model contains federal and state-level components, which will be under the respective federal and state-level ministries of internal security. The 200 Somali police recruits are the first batch of the 600 police officers selected for training. Currently AMISOM doesn’t have a permanent Police Training Centre, but said it is in the process of sourcing for funds to construct a permanent structure.
Leaders Observe Minute Of Silence For Fallen Soldiers

President Kenyatta took a minute break from his State of the Nation address to ensure everyone stood in silence in honour of security officers who have died in the line of duty. He dedicated a big part of his speech to heroes felled by terrorists in the past year. The President said the officers’ sacrifice to the Nation should neither be forgotten nor taken for granted.
“They are brave Kenyans in uniform who echo the youthful valour and patriotism of our founding fathers. With skill and determination, these young heroes are fighting a cruel enemy who is burning cities and countries across the globe,” he said in reference to terror organisations, and Al-Shabaab in particular.
Kenya has more than 4,600 troops fighting Al-Shabaab terrorists in Somalia. Police and intelligence officers have also died in counter-terrorism operations. “I want to assure you that my government has every intention to uphold the dignity of our soldiers. As their Commander-in-Chief, I will not allow them to be subjected to undue harassment,” the President said.

“Although we have no local sponsors and our government has not the financial capacity to assist us, we are determined to spreading football knowledge across the country, because our commitment is more than enough” said SFF president Abdiqani Said Arab, who thanked to FIFA for being the sole financier of his federation since the country descended into chaos more than 26 years ago.
Development courses launched in Jubbaland State

The Somali Football Federation has on Thursday 31st of March 2016, launched three football development courses in the City of Kismayo, the provincial capital of Somali regional state of Jubaland. The courses which are part of the SFF’s [spread the football initiative] have been allocated for the regional state through the regional development scheme and will continue for five days, as shown in the Somali FA’s strategic development program for the year.
The program brought together a total of 50 football volunteers who are 20 future referees, 17 new coaches and 13 football administrators. The development initiative which was announced by the Somali Football Federation President, Abdiqani Said Arab, in his post election address on 31st of August 2014 is mainly intended to prepare the country for its first ever regional football leagues which as planned will be inaugurated sometime before the end of this year.
“Human resource development is the most important thing for us. The main objective for the organization of the regional development courses is to educate the people who would manage football in all regional states of the federal government to give them the capacity and the knowledge to implement the regional leagues under the auspice of SFF,” President Abdiqani Said Arab noted. He said that this is the second huge development project to be carried out in the country in less than two months adding that such projects will be implemented throughout the country in the next few months despite the less financial capability the federation is facing.
