Somali president vows war against al Shabaab will intensify 2014

Somali president Hassan Sheikh Mohamud has promised more attacks against al Shabaab militant group in his country. “The fight against al Shabaab has not ended. It has started now,” Somali president said during a live audience on Universal TV on Mondaynight in Mogadishu.

President Hassan said that the government forces were ready to retake all the regions under the militants’ control as he says al Shabaab was not only in war with Somali government but also they are opposing the existence of Somalia nationhood.

“They are posing danger against our flag and our nation,” President Hassan Sheikh added. “2014 will be a big year in the fight against al Shabaab.”

The President also noted that in order to eradicate the danger that the militants are posing against the nation, it is needed every person in Somalia to take his or her role in the fight against the terrorists in Somalia territory. The president also talked about his government achievements since inceptions and expressed his views on the ongoing Somalia and Somaliland talks.

AMISOM commends enduring role of women in Somalia

The Special Representative of the Chairperson of the African Union Commission (SRCC) Ambassador Mahamat Saleh Annadif has applauded the relentless efforts of Somali women in shaping the country’s destiny during a meeting with female representatives of the Somali civil society.

Ambassador Annadif praised the women’s relentless effort in widening the democratic space in Somalia. “The tireless dedication of Somali women saw the record nomination of more than 30 female members of Parliament,” noted Ambassador Annadif. “As proof of their investment in Somalia’s future, Somali female leaders continue to inspire a younger generation of educated, ambitious and resourceful women who will take the mantle from them,” he added.

“We all know the history of Haawo Tako and Araweelo as well as dozens of dynamic women who have had left a positive imprint in Somalia’s history,” said Ambassador Annadif adding that in various roles, Somali women have displayed that they are a critical pillar in the development of Somalia.

On their part, the civil society members thanked AMISOM for its continued support and called on the mission to take part in the facilitation of civic education ahead of the 2016 elections. “It is important that as we move along, we work closely with AMISOM to educate Somalis about the political process as we approach the 2016 elections,” said Amina Hajji Elmi, Director of the Save Somali Women and Children (SSWC) organization.

As part of its mandate, the African Union Mission in Somalia (AMISOM) continues to engage with government and civil society stakeholders as the process of rebuilding institutions and establishment of public services takes shape in Somalia.

Your Excellency, First Deputy Speaker of the Federal Parliament of Somalia, Honorable Jaylani Nur Ikar, Your Excellency, Sheikh Ahmed Madobe, Leader of the Interim Jubba Administration, Your Excellency, Vice President of Puntland, Ambassador Mahamet Saleh Annadif, Special Representative of the African Union, Special Envoy of IGAD, Special Envoy of EU, Ambassadors of Sweden, Ethiopia, Kenya, Deputy Ambassador of Djibouti, Former Prime Minister Gedi and Former Prime Minister Abshir, Honorable Parliamentarians, Distinguished clan elders, members of civil society and representatives of women’s groups, Ladies and Gentlemen.

Speaking last is a great honour but it is also a great challenge, because everybody has already said everything, I want to do three things if I can in this speech. One, to say many thank yous, second to say many congratulations and third to be rude and ask for more.

Today I am your guest here in Kismayo and I thank you very much for the opportunity and for all your hospitality. This is my first visit to Kismayo but it will not be my last. Second, congratulations, and I have a long list! I want to begin with congratulating the Federal Government of Somalia for the political wisdom and the spirit of compromise that it adopted in Addis during the negotiations of the Addis Agreement.

Second, I want to congratulate Sheikh Ahmed Madobe on this very special day, the inauguration of the Interim Jubba Administration, a historic milestone.

In the last seven months I have got to know Ahmed Madobe a little bit. We met first in a hotel garden in Nairobi and after I’ve met him many times in Nairobi, in Addis, in Brussels and in Mogadishu. And I know that Sheikh Ahmed Madobe is a man of great experience, he is a strong man, he has experienced fighting and war, but I congratulate Ahmed Madobe now for choosing to do something that is much harder than fighting. Building peace and building a state are truly hard tasks and he has chosen those tasks and I congratulate him.


AMISOM officially welcomes the Interim Jubba Administration

Delegates from international community and neighboring countries arrived today in the port city of Kismayo to attend the official launch ceremony of Interim Jubba Administration (IJA) Executive Council following its formation on Saturday 7 December 2013. The Special Representative of the Chairperson of the African Union Mission in Somalia (SRCC), Ambassador Mahamat Saleh Annadif congratulated the Administration and the people of Somalia upon this major achievement.

“Today is a day of hope because to the AU and International community, the symbol of reconciliation reflects well on the success of Somalia’s political journey” adding that “AMISOM is ready to support the Administration and its leadership to make peace happen in the region and Somalia in general” said Ambassador Annadif

Ambassador Annadif reminded the people of Somalia that AMISOM will continue to work side by side with their Government, until peace has been created and Al Shabaab insurgency completely wiped out. The delegates who attended the ceremony included Senior AMISOM officials, Head of UNSOM, Nicholas Kay, representatives from Ethiopia and Kenya, IGAD envoy to Somalia Ambassador Mohamed Abdi Affey, vice President of Puntland Abdihakim Amay and MPs from the Federal Republic of Somalia led by deputy speaker of Parliament Jaylani Nur Ikar.

The launch of IJA is culmination of significant political progress recorded in Somalia regarding the region in the last 5 months. In August 2013, the administration was officially established and recognized by the Federal Government of Somalia. Following talks in Addis Ababa, the administration was established in the autonomous region in southern Somalia consisting of Gedo, Lower Juba and Middle Juba regions. Its main city is Kismayo, which is situated on the coast near the start of river Juba.


AMISOM Donates IT Equipment to Somali Parliament

The Political Affairs Unit of the African Union Mission in Somalia (AMISOM) today donated ICT equipment to Somalia’s Parliamentary Committee on National Security, Interior and Governance. The donation is part of an ongoing AMISOM’s three-phase project aimed at building capacity for the Members of the Parliamentary Committee.

During the handover at AMISOM’s headquarters in Mogadishu, the Special Representative for the Chairperson of the African Union (SRCC), Ambassador Mahamat Saleh Annadif reiterated AMISOM’s support to the people and Government of Somalia. “The donation will enable the committee to carry out its duty easily and contribute to the rebuilding and re-establishing of state institutions.” said Ambassador Annadif.

While receiving the donation, the chair of the committee Hon. Fowziya Mohamed expressed appreciation to AMISOM for the donation. “The people of Somalia and the government are grateful for the endless support AMISOM has extended to us and we will continue to work closely with together to rebuild Somalia and restore peace.”

The donation is the second phase of the project. The first phase was a four day capacity building workshop for members of the committee that was conducted in June 2013. The workshop drew 39 participants from the committee, other members of Parliament and six clerks. Last year September, AMISOM handed over a batch of office equipment consisting of 45 Monitors, 45 computers and consignments of chairs and tables to the Federal Government of Somalia

AMISOM is also actively involved with the training of 160 Somali civil servants in a series of capacity building initiatives including on-the-job training and mentorship in Rwanda, Liberia, Sierra Leone, Burundi and Uganda based on priorities adopted in March 2010 during a successful Needs Assessment Workshop held in Kampala.

Somali PM to address parliament ahead of vote for cabinet

Somali Prime Minister Abdiweli Sheikh Ahmed is expected on Tuesday to address a parliamentary session in Mogadishu to seek the parliament’s vote of confidence for his new council of ministers. PM Abdiweli’s parliamentary address will be the second since he was appointed as the new Somali Prime Minister onDecember 12nd, following the oust of the former cabinet.

On Monday Members of Somalia Parliament were given 24 hours to go through the names of the newly appointed council of ministers as well as the program of the country’s new government before the vote. According to the Speaker’s announcement the voting will take place on Wednesday. The new cabinet will need 51% of vote in favor for its program in order to function.


Ambassador Annadif hails the inauguration of IJA leaders

The African Union Special Envoy to Somalia, Ambassador Mahamat Saleh Annadif has hailed the inauguration of Interim Jubba Administration officials as a success for Somalia’s political journey. “Today is a day of hope because to the AU and International community, the symbol of reconciliation reflects well on the success of Somalia’s political journey” Annadif said in a statement.

The ambassador reaffirmed AU’s commitment to support the newly inaugurated administration and the wider Somalia. “AMISOM is ready to support the Administration and its leadership to make peace happen in the region and Somalia in general” he added. The inauguration ceremony was held in Kismayu, the administrative capital of the interim administration on Monday and was attended by delegates from the UN, AU and IGAD.

Delegates from Kenya, Ethiopia, Puntland and the federal government were also present at the inauguration ceremony. The Interim Administration was officially formed in August 2013 and recognized by the Federal Government of Somalia.


Somali Navy vows to eradicate illegal fishing

The Commander of Somali Navy Admiral Madeey Nur Ufurow has vowed to eliminate the illegal fishing and the toxic waste dumping into Somalia waters. Speaking at a press conference in Mogadishu Admiral Ufurow said that the Somali Naval Forces are rearranging and re-equiping as they will soon begin operation to fight against foreign led legal fishing and the toxic dumping.

“We have now the capacity to launch such operation. We have re-operated all the vessels we have and we have finished training the first division of the navy,” Admiral Ufurow added. The new Somalia Navy Commander appointed two months ago has started to resume sea patrol operations as the naval command based in Mogadishu issued warning towards the foreign vessels stealing Somalia sea resources and those engaged in toxic dumping into Somalia waters.


Dhusamareb district administration to start tax collections

Dhusamareb district administration officials have on Monday held a meeting with the town residents to discuss new plans to launch new tax collections from local businesses. Dhusamareb Mayor, Maalim Abdirahman Ali Gedoqorow said that the new taxes will be used for security improvements as well as development of basic services.

He noted that the size of each individual business will be given considerations before the new taxes are imposed on the local businesses. He urged local business communities to pay the new taxes and cooperate with the authorities.


Somaliland opposition parties criticize deal with Federal Government

Opposition groups in the Somalia’s breakaway region of Somaliland have denounced the recently signed agreement between the Federal Government of Somalia and the Somaliland administration in Istanbul, Turkey.

Speaking at press conference in Hargeisa Monday, the Chairperson of the UCID opposition party, Faisal Ali Warabe said that the Turkish-mediated talks between Federal Government of Somalia and Somaliland administration brought no success for Somaliland but hindered its intention to secede from Somalia’s territorial integrity.

“The agreement did not recognize the genocide against the people in Somaliland while instead the agreement termed as “atrocity” which is killing against unarmed people and that was not the case of Somaliland” Faisal Ali Warabe said.

Mr Warabe condemned the talks as it was conducted only by small groups from Mogadishu and Hargeisa and labelled that every fruit from the talks will be seen as one-group domination.

Asked about his involvement in the previous rounds of these talks but was excluded, Mr Warabe said the previous sessions of the talks brought some tangible improvements for the breakaway region of Somaliland to engage as two states talks but that was not what the third round of the talks in Istanbul recognized.

“Now Somaliland is approaching as a federal state under the Mogadishu-based Federal Government instead of becoming an independent nation.” he added.


Relatives, families moan victims of public vehicle shooting

Unidentified gunmen wearing government troops uniforms spread gunfire at a public vehicle causing the death of the driver and two passengers. The incident occurred at Arbiska location which is located between Mogadishu and Afgoye district.

The relatives and families of the deceased are seeking Justice from the Somali Government and have sworn not to bury the dead until the culprits are brought to justice. “We will not bury our people who were killed by the government troops deliberately, we are seeking justice, ” said one of the relatives speaking to Radio Shabelle via the phone.

The bodies of the victims were reportedly taken to Afgoye central police station and as the families and police officials in the district try to identify the culprits. However, such incidents have been occurring at the major roads leading to the lower Shabelle region with the most notable one being the killing of the Syrian doctors at the outskirts of Mogadishu.


Somalia mourns well known law expert

Somalia is mourning for the death of Ex-lawyer Hassan Sheikh Ibrahim popularly known as Hasey who passed away in the US state of Virginia, outside Washington DC early on Sunday morning. The death of the late Hasey was announced by his son Maaweel during an interview with the VOA Somali service on Monday.

“ I hereby confirm the death of my father Hassan Sheikh Ibrahim who died on Sunday morning at 6 AM local time,” Maaweel told VOA, adding that the body of the late Hassey will be flown to Somalia where his body will be laid to rest. “My father has been ailing for a year and half, he was suffering from stroke and he finally died of the long illness,” he added..


Somalia armed forces football team, Horseed FC celebrates first victory

The Somali military-owned football club, Horseed FC is celebrating its first win in the ongoing Nation Link Telecom championship after they humiliated rivals Savana FC by 3-1 on Monday. Savana were committed to winning Monday’s match and but Horseed successfully extinguished the dreams during a competitive match which was the first of five consecutive matches that resulted in Horseed’s first win in the country’s most populous sporting event.

Yusuf Mohamed Dirie, gave Horseed an 18-minute lead when he scored the opener goal for his team who celebrated their second goal in the 25th minute that was scored by Abdulkader Mohiyaddin Hassan. The first half of the match ended in 2-0 with Horseed having the lead.

In the 48th minute of the second half, Yusuf Mohamed Dirie scored the 3rd goal from a penalty kick making the match 3-0 in favour of Horseed. Savana seemed to have somehow regained their lost hopes when Ali Ahmed Siyad scored the lone goal for his team in the 73rd of the second half and in the aftermath of the little bit move forward, Savana stepped up their attacks on the opposite goal, but unfortunately lost a golden chance when they were unsuccessful to score from a penalty kick awarded to them in the 89th minute of the match.

However, Horseed left with their first three points from Monday’s match, as they climbed on the 5th place of the country’s league table. According to the schedules of the competition Dekedda will take on Gaadiidka on Tuesday, while Jeenyo FC will encounter Heegan on Thursday, as the defending champions Elman FC will play against Horseed on Friday.

Indian dhow’s crew rescued, five pirates arrested

The French EU Naval Force (EU NAVFOR) Somalia Operation Atalanta flagship FS Siroco, in cooperation with Japanese assets, released an 11-member Indian crew of a dhow that was suspected to have been used as pirate mother-ship.

The flagship apprehended five suspected pirates believed to be responsible for an attack on an oil tanker in the Gulf of Aden, a day earlier. “The operation took place after an aborted pirate attack on an oil tanker in the area,” the joint defence staff said.

The dhow was suspected to have served as a rear base for the pirates, who launched a failed bid to take over the Nave Atropos, an oil tanker sailing under a flag from the Marshall Islands. A Japanese naval patrol and forces from international fleet patrolling the Gulf of Aden and Indian Ocean also took part in the operation about 75 kilometres (45 miles) off Oman’s coast.

The Somali government during 2013 failed to address the human rights crisis in the capital, Mogadishu, and elsewhere in the country, Human Rights Watch said Tuesday in its World Report 2014. Despite public pledges and international support, the new government’s inability to bring about concrete improvements in protecting the population exposed lack of both capacity and political will to carry out pressing reforms.

“The Somali government could have used 2013 to act on its reform agenda,” said Leslie Lefkow, Africa deputy director . “There were lots of promises but in practice only backtracking on key commitments to tackle the culture of impunity and end rampant sexual violence.”

In the 667-page world report, its 24th edition, Human Rights Watch reviews human rights practices in more than 90 countries. Syria’s widespread killings of civilians elicited horror but few steps by world leaders to stop it. A reinvigorated doctrine of “responsibility to protect” seems to have prevented some mass atrocities in Africa. Majorities in power in Egypt and other countries have suppressed dissent and minority rights. And Edward Snowden’s revelations about US surveillance programs reverberated around the globe.


S. Korea marks 3rd anniversary of Somali pirate operation

The South Korean Navy on Tuesday carried out a combat search and rescue operation as it celebrated the third anniversary of the rescue of Korean sailors from Somali pirates near the Gulf of Aden. Three years ago, Navy commandos on an anti-pirate mission raided a South Korean freighter that had been hijacked by Somali pirates in the Arabian Sea, rescuing all 21 crew members and killing eight pirates. The 300-strong Cheonghae unit has been deployed in the Gulf of Aden since early 2009 as part of global efforts to tackle piracy in the region.


UN Envoy congratulates new political leadership in southern Somalia

The top United Nations official in Somalia today welcomed new leadership in the Interim Jubba Administration and called the establishment of the Executive Council a “milestone” in the country’s political process.

“I congratulate Leader Sheikh Ahmed Madobe Islan on the formal inauguration of the Interim Jubba Administration, as well as the appointed Deputy Leaders and Ministers,” the Special Representative of the Secretary-General for Somalia, Nicholas Kay, said during the inauguration ceremony in Kismayo.

“This is a milestone in the process of implementing the 27 August Addis Ababa Agreement,” said Mr. Kay, who is also the head of the UN Assistance Mission in Somalia (UNSOM).

In August, the Interim Jubba Administration, which oversees the region in the southern part of the country near Kenya, signed the agreement in the Ethiopian capital officially allying itself with Somalia’s Federal Government.


First Pirate Attack In 2014 Results In Apprehension Of Suspects By EU Naval Force

On Saturday 18 January 2014, the French EU Naval Force (EU NAVFOR) Somalia Operation Atalanta flagship FS Siroco in cooperation with Japanese assets released the crew of a Dhow that was suspected to have been used as pirate mother-ship. The flagship apprehended 5 suspected pirates believed to be responsible for an attack on an oil tanker in the Gulf of Aden a day earlier.

The oil tanker issued a distress call to the UK Maritime Trade Operation (UKMTO) on the evening of Friday, 17 January, reporting to be under attack. According to the reports, the attack was repelled by a private armed security team embarked on board the oil tanker. The skiff then headed to a dhow which lingered nearby.

The EU Naval Force, in cooperation with other Counter Piracy Forces, reacted quickly to this incident. A Japanese Maritime Patrol Aircraft and a helicopter from the Japanese vessel JS Samidare initially located the dhow. The EU NAVFOR flagship FS Siroco was then able to close distance to the dhow and launch their helicopter and boarding team.

The Women Shepherds of Somaliland

The UN sends reporters round the world to film some of the world’s most important and under-reported stories for its flagship broadcast “21st Century” which goes out to major broadcasters round the world.

UNTV producer Francis Mead and videographer Antonio Tibaldi traveled to Somaliland, the self-declared autonomous state in northern Somalia. Francis says he won’t forget Beerato, the village where they filmed in central Somaliland. They found a world of dust, sheep, goats, camels – and bold women, insisting on changing their lives – and knowing how to party – dancing, singing and clapping in the Sufi style. Francis explains more here:

We travelled with Amina Souleiman, a Somali woman who gained political asylum in the UK during Somalia’s civil war in the 1990s. She now spends half her year helping women in her homeland stand up for their rights.

The UN Democracy Fund is financing her project. It’s a remarkable initiative, though each step forward has to be patient and small, and is met by resistance from the male village elders. We met Sahra – an impressive, highly intelligent woman, a shepherd with no formal education and one of the leading lights in the village. Sahra is one of Amina’s protegés.


“In all fairness, diplomacy calls for listening, respecting and understanding. For that we should praise both sides for their temperament. In the realm of diplomatic possibilities there is of course nothing impossible! So let’s hope both sides get the courage to move on forward!”


The Unfinished Journey of Somalia & Somaliland Talks

As the new Istanbul II communique suggests, Somalia and Somaliland accepted a joint solution of almost all the agendas and substance that were raised. However, it should be noted that both sides were eminently incapable in addressing the issue of secession. The delusion that have been sweetening our pots leading up to these talks has once again disappointed the Somaliland citizens.

The absence of Somaliland secession agenda again on the table is nothing more than a music to our skeptical ears. The avoidance of this agenda is particularly remarkable because of its relevance to the unity of Somalia and Secession of Somaliland. One might think both sides are not taking the most pressing agenda seriously.


“Piracy thrives as a result of these tight knit relationships. It thrives with organisation and coordination. It is not an activity that needs chaos, confusion and a lack of order since it is so highly community orientated and organisationally complex and yet our very responses to piracy are precisely that. It is no wonder then that in the early hours of the weekend of January 18 2014 another ship’s crew fell victim to our own inability in the west to think instead of shoot our way out of a problem which globalisation has thrust upon us. The uncertainty and misinformation engendered by this event should force the west to reconsider how we deal with incidents of this nature.”


The Case of the MV Marzooqah: The news of Piracy’s death has been premature

The MV Marzooqah has become famous overnight as the ship that proved the experts wrong and confounded the combined might of the naval armada in the Gulf. For one year the maritime authorities have been highlighting the fact that security and transit zones and increased technological surveillance had rendered uncertainty around piracy and maritime crime dead in the water.

The fact that this vessel over the weekend of January 18 2014 remains mired in controversy surrounding whether it was hijacked or boarded by Eritrean border guards highlights the instability and uncertainty in the area. None of this removes the fact that constant vigilance an awareness of the need for a change in the approach to how piracy and maritime crime must be dealt with.

The hijacking or boarding of the MV Marzooqah has given credence that tenacity and need are greater than the technology and the might of all the combined resources of the 20 plus nations co-operating to stop the effects of piracy on Western ship owners and the western economies they supply. Even with all the combined might of the technology it has been impossible to determine the exact fate of the vessel as Eritrean involvement has deepened the mystery.
