UN says extremists still killing Somali civilians

Al Shabaab militants in Somalia are routinely killing civilians in attacks on soft targets and have regained some territory in areas where a security vacuum emerged despite efforts by the new federal government to consolidate peace, the U.N. chief said in a report circulated Monday.
Secretary-General Ban Ki-moon said that, eight months after forming a government, Somalia was on the path to stability but “al Shabaab’s presence continues to create insecurity,” in the troubled Horn of Africa nation.
“Targeted killings and attacks were routinely reported,” Ban said, and “incidents involving improvised explosive devices rose in 2013 in comparison with 2012.”
Somalia had not had a functioning central government since 1991, when warlords overthrew a longtime dictator and turned on each other, plunging the impoverished nation into chaos. But since African Union forces ousted al Shabaab fighters from Mogadishu in August 2011, a relative peace has returned to the war-battered city, creating a new sense of hope and opportunity.

“The Jubbaland political deadlock is between two camps, those who support federalism (decentralized Federal System) in Somalia and those who oppose it, the groups ( namely Puntland/Jubbaland and S.F.G./Mogadishu elite respectively) are mobilizing their resources to win the battle.”
Why Jubbaland deadlock will define future Somalia
04 June- Source: Raxanreeb-3060 Words
The political tensions between Somali Federal Government and the recently formed Jubbaland State in the deep south of Somalia, is not only threatening the gains made by SNA/AMISOM forces against al Shabaab, but also is igniting clan rivalry both locally and nationally and can reverse back the leaning Somali political process. both sides, S.F. G. leadership and Jubbaland leaders arguably think they can win zero some game in this battle, which may not be the case as both can lose the battle and al Shabaab can win and recover Kismayo, its environs and elsewhere. As Somali politicians are always uncompromising, it seems Somalia is no where near to recover from its favored number 1. failed state status.
