Puntland and Galmudug forces engage fresh fighting on this Monday evening, hours after ceasefire agreement brokered by local elders came into effect. Six people were killed and over twelve others injured in clashes between the two state forces just three days ago. Galkayo is divided into two zones, where the northern portion forms part of Puntland state, while its southern part is governed by the Galmudug administration.

Federal Electoral Body Rejects Candidates List

Federal Indirect Electoral Implementation team (FIEIT) has returned back Upper House candidates list, submitted earlier by regional states. FIEIT announced that the candidates list for some regional states don’t correspond to previous agreement by Somali leaders on election roadmap. Puntland, Galmudug and Jubaland were called to amend their list of candidates in accordance to National Leadership Forum (NLF) communiqués to grant women 30-per cent quota. On the other hand, FIEIT has commended Somalia’s Southwest state for reserving women quota in their list of candidates. The decision comes following raised concerns by UN and women’s group on the failure of state leaders to honor previous agreement intended to ensure women participation in the ongoing electoral process. Analysts tell Garowe Online that the lingering obstacles surrounding the electoral process is orchestrated by Somali leaders to further delay the parliamentary and presidential election that was earlier extended to November 30. Leaders of Somali government-term ended inSeptember 10– and regional states are meeting in the capital Mogadishu, to resume talks on major issues hindering the electoral process.
South West State Praised For Respecting Women Quotas In Politics

South West regional state of Somalia has been praised for ensuring 30 percent women quota in political participation. The administration submitted candidates for upper house representatives ahead of all other regional states in the country and beating the deadline. In the list submitted and its receivership acknowledged by interim federal electoral body contains 30 percent women quotas requirement as per the constitution of the country.
Women rights and activists have showered their congratulations upon the South West leader Sharif Hassan Sheikh Adan saying the move is positive. Women political leaders have also urged other Somali regional state leaders to follow South West suit to ensure constitutional right for women representation in politics.
Puntland, Galmudug and Jubbaland have also submitted candidates for Upper house representatives in upcoming elections in the country. Parliamentary and Presidential elections is set on November this year. President Mohamud has maintained election schedule on time though it was postponed twice before.
Somali Women Activists Meet Interior Minister To Push More Seats In HirShabelle

Somali National Women association leaders met Federal Interior Minister Abdirahman Odawa in Jowhar on Monday to push for more seats to be allocated to the women in the new Hirshabelle state assembly. The women leaders and the minister discussed elections, securing women’s quota both in the state and Federal level processes. However, women leaders specifically pressed the minister to ensure that Hirshabelle women quota in state assembly should be guaranteed. The minister acknowledged the concerns of women leaders and said he will address the issue as soon as possible. Meanwhile, Hirshabelle new assembly has elected interim speaker to chair the meetings of the assembly until permanent one is elected. The speaker and State president is set to be elected before the 17.OCT.

Turkey Sends Tons Of Food Aid To Somalia

Somali aid workers said Monday Turkey’s government had delivered over 8,500 tons of food — including sugar, wheat and oil — to relieve drought-hit areas of the country.Mohamed Yaqub, a local worker for the al-Manhal aid group, which is a partner of the Turkish Red Crescent, said the aid would be distributed in areas such as the Sol, Nugal, Bari Awdal and Banadir regions of northern Somalia. Turkey also delivered at least 11,100 tons of food to the capital Mogadishu, where thousands of displaced people are living.The Turkish mission in Somalia tweeted on Monday that food aid would go to people living in the capital, Somaliland and Puntland.A ship carrying thousands of tons of humanitarian aid for the East African country arrived in Somalia last week from the southern Turkish port city of Mersin. One Killed In Explosion In Somalia’s Mogadishu

At least one person was killed and three others were wounded when an explosive device fitted into a car exploded near Suqba’ad market, the second largest market in the restive capital of Mogadishu, officials said on Monday. Abdifitah Halane, a local government spokesman, said security personnel arrested an Al-Shabaab suspect who was driving a vehicle which later exploded.”We have launched investigations into the attack,” Halane told reporters at the scene. No one has claimed responsibility for the attack, but Al-Shabaab conducted similar attacks, many of them in the capital.

The clashes in Galkayo between Puntland and Galmudug forces have brought back questions about the indispensability of bringing the district under one administration. At Cadaado, Galmudug President Abdikarim Guled said his administration would like to see Galkayo under one administration to bring to an end the status of the “only Somali district” jointly ruled by two federal states. Dual administration status of Galkayo dates back to 1993 when General Mohamed Farah Aideed and Colonel Abdullahi Yusuf Ahmed ( both deceased ) signed an agreement in Mogadishu. When Puntland was formed in 1998, the new administration opted to operate in North Galkayo, with South Galkayo being under a now defunct United Somali Congress until 2006, the year Galmudug administration, then consisting of South Galkayo and Hobyo district, had been formed.
Clashes between forces loyal to Puntland and Galmudug Federal States were not as common as they have become since Guled was elected President of Galmudug State in 2015 to work in Cadaado, the interim administrative capital of Galmudug State comprising, in theory, South Galkayo, two districts of Mudug and Galgaduud region. Initially, Puntland opposed the recognition of Galmudug as a federal state under the pretext that it did not meet the requirement to consist of two or more regions to qualify as a federal state. Galmudug was one of the administrations that, along with Puntland, phased out the Transitional Federal Government of Somalia to pave the way for the current Somali Federal Government .
