President Commends Djibouti’s Call To Host A Summit For Troop Contributing Countries To Somalia

Hassan Sheikh Mohamud, the President of the Federal Republic of Somalia, has welcomed the suggestion made by Djiboutian President Ismail Omar Gelle to host a follow-on summit on behalf of Somalia for the Troop Contributing Countries (TCC) to the African Union Mission to Somalia (AMISOM). The President was speaking at a TCC side event summit held at the UN Headquarters in New York to discuss how to better coordinate the military and stabilization operations by Somali National Army and AMISOM troops.

“We thank our African brothers and sisters for their sacrifices in the pursuit of peace, and pay tribute to their courageous efforts. We look forward to the TCC Summit so that we can continue discussions begun here to improve AMISOM’s effectiveness, coordination with the Somali National Army and also to begin the process of preparing for AMISOM’s eventual departure from Somalia.“We must ensure that we are establishing a national army that is operational, well-resourced, supportive of the peaceful aspirations of Somalia and contributing to the security of the Horn of Africa and East Africa regions. The engagement of our TCC partners will be essential in this endeavor. We hope that your contribution to Somalia will be part of the new stable Somalia we are building,” said the President.

Djiboutian President IsmaIl Omar Gelle, and other officials who spoke at the TCC Summit urged the international community to continue supporting Somalia in creating an effective national security sector for the benefit of regional and global security.The suggested follow up TCC Summit is expected to be held in Djibouti in late October 2015.

South-West State Opens Force Training Centers

The administration of South- West State of Somalia has said it has opened force training centres in various districts in the region in order for them to keep law and order. The Minister for  Rehabilitations and Disarmament  of South West State , Hussein Mohamed who spoke to Radio Muqdisho said the trained forces will be clearing the remaining Al-Shabaab elements in the districts of the state.

“The government of South-West state in close collaboration with  the Federal Government of Somalia has started trainings for soldiers in order to keep law and order. This force is composed of 10 districts of the two regions. We have good confidence that this forces will improve the security when they complete their training,” said Hussein. Hon Hussein Mohamed has underlined that those militia falsely indoctrinated by Al-Shabaab have an opportunity to present themselves to the Somali National Army for them to be rehabilitated in centres for Al -Shabaab defectors.


Engineer Yasin Omar, Elected New Mayor Of Bosaso City

Engineer Yasin Omar Mohamud who was a candidate for the Mayor of Bosaso, has been officially elected today in East Africa University located in Bosaso city. The candidate won by landslide bagging 28 out 29 votes from the local council members. It was reported that the new mayor has won by landslide when his opponent Omar Sadik failed to show during the elections for reasons which are still unknown. Said Garon was also elected as the Deputy Mayor of Bosaso. The election was attended by many, including the Governor of Bari, Ministers from the Puntland administration, Regional Member of Parliaments, Elders, Academics, Politicians, Business community, youth, civil society members and women groups.


Death Toll Rises To 15 In Renewed Clan Fighting In Qoriley

Tribal clashes have broken afresh on Tuesday in Qoriley location north of Lasanod town reports indicate. A local resident told Wacaal media that they could hear sounds of heavy gunfire as tribal militia from the warring factions continue fighting. This news comes as a delegation from the Puntland government was on the ground trying to reconcile the neighboring clans. Up to 15 people have been confirmed dead so far and many others sustained injuries.

Minister: Qatar Will Continue To Support Somali People

Qatar has confirmed that it will continue, along with other member states of Organisation of Islamic Cooperation, to support the Somali people and efforts to build a stable, democratic, unified and sovereign state in Somalia, which is one of the founding members of OIC.This came in a statement issued by Qatar at the annual ministerial meeting of Contact Group of OIC on Somalia at the United Nations headquarters in New York.

Assistant Foreign Minister for Foreign Affairs H E Mohammed bin Abdullah Al Rumaihi delivered the statement. He said Qatar will continue to provide support to the brethren in Somalia, not just on the physical level, but also political level. He said Foreign Minister H E Dr Khalid bin Mohamed Al Attiyah, during a visit to the Somali capital Mogadishu in May last year, had stressed Qatar’s keenness to promote relations between Qatar and Somalia in various fields for the benefit of both countries and peoples. He said the Contact Group reflects OIC’s commitment to support Somalia, consistent with the Council of Foreign Ministers’ resolutions, including the recent Resolution No. 1/42-Q, issued by the council at its session in Kuwait last May.


Manitoba To Give Emergency Funds For Refugee Assistance Program

A Manitoba program that helps refugees with paperwork and legal issues will get emergency funding from the provincial government. Funding for the Manitoba Interfaith Immigration Council’s paralegal program originally came from the provincial nominee program, but that funding ended in 2012 when the federal government took over and stopped funding programs for refugee claimants and privately-sponsored refugee claimants. The province did not continue funding that particular service, meaning it was at risk of being cut. The program need about $200,000 to continue. A GoFundMe online campaign that the council had launched in June has raised about $7,100 to date.

On Tuesday afternoon, Premier Greg Selinger said it’s a modest amount of money to help refugees who arrive in Manitoba. “We’re not going to leave refugees at the border because somebody’s not there to do the paperwork. We’ll get the paperwork done,” he told CBC News.
“We’ll work with our partners in the community to do that. We’ve got an envelope of money, as I’ve said, that will allow for that to happen.” Manitoba has seen an influx of refugee claimants in recent months, with the latest arrival being Sahra Ali Ahmed, her six-year-old son, Amin, and three others. They had walked for seven hours to cross the Canada-U.S. border into Emerson, Man., starting on Friday night. They arrived late the next day. “We were walking in the bush and the water, [the] river, is very dangerous,” she said. “But we [were] like, if we die, we die. If we don’t, yeah, we don’t.”

“Somalia through its membership of the International Monitoring Control and Surveillance Network receives training for its MCS officials on how to improve their effectiveness and enhance their skills as they combat IUU. The Somali Fisheries Working Group has also been supporting the development of local skills in fisheries management, especially in MCS functions. The working group is also expected to assist the Federal government in establishing a Somali Federal Fisheries Authority and a Fisheries Monitoring and Control Centre.”

Somalia: Beyond Naval Interventions In Somali Piracy

In 2011, at the height of piracy attacks along the Somali coastline and the Gulf of Aden, 237 separate attacks were reported. This figure has fallen drastically over the years, with only 12 attacks being reported in 2014. This decline has been attributed to the collective efforts of the international community to address Somali piracy. A major aspect of the counter-piracy efforts was the military operations carried out since 2008, particularly through the European Union Naval Force Operation ATALANTA and the Operation Ocean Shield mounted by the North Atlantic Treaty Organisation. The multinational naval presence served as the main deterrent against maritime piracy in the Gulf of Aden.

These efforts were accompanied by a multitude of protection mechanisms employed by the shipping industry, including the hiring of armed personnel to accompany vessels as they transited through the Gulf of Aden. Efforts also focused on strengthening the rule of law, with regional prosecution centres established in Kenya and Seychelles as well as four new prisons constructed in Somalia under the Maritime Crime Programme of the United Nations Office on Drugs and Crime.

While these initiatives made piracy unattractive and led to a gradual reduction in the number of attacks, they did not address the root causes of piracy. Piracy in Somali emerged from the sense of exploitation arising from practices such as Illegal, Unreported and Unregulated (IUU) fishing in Somalian waters, a lack of political stability and extremely high youth unemployment. As long as these root causes are not sufficiently addressed, the threat of resurgence in piracy attacks in the Gulf of Aden will remain.

The majority of Somali pirate groups were made up of young unemployed men who saw piracy as a means to make a living. With the decline in piracy many young men are now turning to small scale fishing and related activities.However, their small fishing vessels cannot compete with the foreign fishing trawlers operating illegally along the coastline. Ironically, the decline in pirate attacks has been associated with an increase in IUU fishing along the Somali coast. When piracy was most prevalent, illegal fishers avoided Somali waters.
